i have a 93 civic dx with a d15 so it starts then you turn it off and it won't start agen i gust put a new fule pump in and it stared and the pump won't come on  can any one help

Was the fuel pump a drop in unit or did you have to solder it in?  If it's the later then check your connections.  Check your fuel pump fuse/relay as well.

Yup, definitely put a volt meter inline with the pump, it sounds like it's getting intermittent power.. also trace the wires, see if it's grounding out somewhere.
