What are your opinions on these? The guy that runs a local shop is puttin one on a 4 door civic with a daily driven trubo GSR(the turbo is bein replaced by the electric unit) and he says these thing puts out 28psi? I cant believe that.

They are only good for 15-20 second spurts because the motors get hot.  Turbo magazine did a write up about them 6-9 months ago.  More or less like nitrous but free.  Food for thought, their test car detonated and the engine was destroyed.
