It looks like he's only selling the parts package.  I don't think it's actually assembled and ready to drop into your car.  It seems like a good price.  I know the B20 long blocks from nippon-motors are $800 and a complete B16 head with cams and everything will probably run you more than $500.  Then ad the gasket and oil lines.  Not too bad of a price I think.
